What are the Child and Family Services Reviews?
Child and Family Services Reviews (CFSR) have become an integral part of the child protective services system and the prevention community is working to establish themselves within that process and the creation and implementation of the state Program Improvement Plans (PIP). FRIENDS is working in conjunction with the Child Welfare League of America to analyze the prevention role in the first round of reviews and to make recommendations about the next steps for CBCAP grantees. What is the CBCAP role in CFSR?
In 2004, the Program Instructions for the CBCAP
grants strongly encouraged the State Lead Agencies that obtain the CAPTA Title II
funds to begin linking/coordinating with their child welfare counterparts around the CFSR/PIP
process and the Child and Family Services Plan (CFSP)/Annual Progress and Services Report
(APSR) processes. Over the last several years, the Office on Child Abuse and Neglect at the
Children’s Bureau has emphasized the need for more thoughtful joint planning efforts
between the CBCAP program and child welfare agencies in order to more effectively respond
to the needs of children and families. A continuum of services and a comprehensive system
of care needs to be in place before this can happen. Both the prevention and child welfare
systems have important roles to play at different times along the continuum of care.
In 2006, the National Review Team's Collaboration Work Group developed some guidance for states in engaging and working with stakeholders in the CFSR process. The result of that work is a document that highlights the various stakeholders that can be involved with the child welfare agencies in their CFSR process from the initial Statewide Assessment, the onsite review, and the resulting Program Improvement Plan. In addition to the work completed by the National Review Team, FRIENDS commissioned a report to summarize the process in areas that are relevant to CBCAP Leads. An Analysis of Primary and Secondary
Child Abuse and Neglect Prevention in the 2001-2004 Child and Family Service Reviews and Program Improvement Plans was the result of that effort. That report is an attempt to compile what has been documented in the CFSRs/PIPs around the
states' linking/coordination efforts. The report also highlights the points of intersection across
the programs and shared work that needs to happen to improve outcomes for all children
and families. In addition to the main summary, the report includesa Matrix of Primary and Secondary Prevention Services and a Summary of State by State Activities.
When is my state going through this process?
