FRIENDS offers services in collaboration with several National Partners that allows our eligible service agencies to access training and technical assistance that is at the forefront of the field. These partners are active members of the FRIENDS team.

Julie Collins, Child Welfare League of America
Julie Collins joins the FRIENDS team as the Program Manager on behalf of the Child Welfare League of America (CWLA). She has 24years of direct service, managerial and training experience in the human services, mental health and managed care field. She is currently the Director of Mental Health at CWLA where she provides consultation and technical assistance in the area of mental health and best practice approaches; designs and conducts conferences/workshops related to mental health issues of children, adults and their families; develops, tests and delivers cross systems curriculum and resource materials; develops and implements special projects to address specific mental health issues, practices, program needs; and, identifies and disseminates effective program models. Julie has a Masters in Social Work and is a Licensed Clinical Social Worker.

Cynthia Savage, Circle of Parents
Cynthia Savage is the CEO of Circle of Parents, a national network of parent leaders and statewide organizations dedicated to self-help parent support programs as a means for preventing child abuse and neglect. For over 25 years, Cynthia has acquired expertise in administrative management, program development and quality assurance through her work with children and families in a variety of behavioral health, child welfare, child abuse prevention and family support settings. She is active in community-based collaborations, serves as a member of several national and statewide committees and has written and managed private and publicly funded grants. She is a founding board member and president of Healthy Families Chicago. Cynthia also provides consultation and conducts surveys for behavioral health and child and youth services organizations seeking international accreditation. She earned a Masters of Social Work from the University of Illinois – Chicago / Jane Addams College of Social Work, a Bachelors’ degree in sociology from the University of Illinois in Champaign and is a Licensed Clinical Social Worker.

Ray Kirk, Independent Living Resources, Inc.
Dr. Raymond S. Kirk joins the FRIENDS teams as a Director of Research and Program Evaluation at Independent Living Resources, Inc, of Durham, NC. He has held teaching, professional and administrative positions in academe and in government, prior to joining the ILR, Inc., in his present position. He has worked extensively with private sector organizations and foundations on program design, program evaluation and policy analysis. His writing and research activities have focused on both qualitative and quantitative program evaluation and client-centered outcome evaluation, primarily in the areas of child welfare, child protection services, and other youth and family programs. He served as Deputy Commissioner of the Department of Social and Rehabilitation Services during the administrations of 2 Vermont Governors. Ray is also is the developer of the North Carolina Family Assessment Scale and the North Carolina Family Assessment Scale for Reunification, family functioning scales for use in placement prevention and reunification cases where family preservation service methods are employed. He has also worked with CHTOP as a methodologist and analyst on federally research grants, and on the development of outcome evaluation manuals and guidebooks.

Teresa Rafael, National Alliance of Children’s Trust Funds
Teresa Rafael has 30 years of professional experience in the child abuse field, ranging from working with child protective services, foster care and adoption to extensive work in the private, non-profit sector. Her long history of volunteer service on boards and advisory committees includes such activities as serving as a founding member of the board of directors for the Family Resource Coalition of Washington; working with an ad hoc Seattle committee for three years organizing weeklong exchanges between groups of social scientists in the U.S. and in countries that were part of the former Soviet Union; and numerous other roles. She holds undergraduate degrees in Social Work and Sociology and earned an MSW with an emphasis on social service administration and organizational development from the University of Washington.

Teresa Rafael, National Implementation Research Network
Sandra Naoom is an Associate Director and founding member of the National Implementation Research Network. Sandra has a Master of Science Degree in Public Health with an emphasis on behavioral health.  Sandra’s recent work includes investigating the implementation practices and strategies used by program developers as they take responsibility for helping others adopt and implement their evidence-based program or practice, as well as provision of implementation technical assistance. Sandra also has a lead role in developing measures of implementation and the design and development of an implementation study with CDC. Sandra is the lead contact for the National Implementation Research Network and FRIENDS initiative.

In addition to these organizations, FRIENDS also has contracts with additional organizations to offer additional expertise.
