What is the Program Assessment Rating Tool (PART)?
The Program Assessment Rating Tool was developed by the President’s Office of Management and Budget (OMB) within the Federal government. All programs receiving Federal assistance are participating in this assessment process. According to OMB:
"The PART was developed to assess and improve program performance so that the
Federal government can achieve better results. A PART review helps identify a
program’s strengths and weaknesses to inform funding and management decisions aimed at making the program more effective. The PART therefore looks at all factors that affect and reflect program performance including program purpose and design; performance measurement, evaluations, and strategic planning; program management; and program results. Because the PART includes a consistent series of analytical questions, it allows programs to show improvements over time, and allows comparisons between similar programs."
How does PART impact CBCAP Programs?
In recent years, PART has been used as one aspect of the Federal budgeting process. CBCAP was reviewed under PART in 2004 and was given an initial score of "Results Not Demonstrated" because the program lacked an efficiency measure and an independent rigorous evaluation of entire program. Based on that rating, the Children’s Bureau has worked to proposed new efficiency measures and continues to work with the grantees in an ongoing effort to demonstrate results.
What are the approved outcome measures for CBCAP under PART?
Currently, CBCAP includes one long-term outcome measure to decrease the rate of first-time victims of child maltreatment. This rate is calculated using data from the National Child Abuse and Neglect Data System. In addition, the Children's Bureau is tracking data on a second outcome measure that examines the decrease in first-time perpetrators of child abuse which will also be based on NCANDS data. This second measure is being tracked at the program level only and is not included as a formal OMB PART measure.

What is the efficiency measure for CBCAP under PART?
OMB has approved an efficiency measure for CBCAP which is to increase the percentage of CBCAP total funding that supports evidence-based and evidence-informed child abuse prevention programs and practices. For more information on this process, click here.
